The purpose of this document is to create a legal framework for progress in the field of seed production, which includes:
- optimizing the seed production system, increasing the production of certified seeds, and providing high-quality seeds and planting materials to all interested parties.
According to the opinion of specialists from the Ministry of Agriculture, a clearly organized seed production system is necessary to obtain high-quality agricultural seed varieties.
The justification for the draft law emphasizes that the existing legislative framework in the field of seed production requires significant changes to align with the conditions of a market economy.
The law "On Seeds", adopted on June 19, 1997, does not meet modern requirements and does not fully ensure the quality control of seeds and support for seed production farms.
According to the Ministry, the adoption of the new draft law will enable domestic producers to purchase certified varietal planting materials for fruit and berry crops from local seed producers.
There are 86 seed production farms in the country, including: 1 joint-stock company, 46 agricultural cooperatives, 7 state enterprises, and 32 peasant (farmer) farms.
Annually, seed production farms cultivate agricultural crops on an area of 9,500 to 10,000 hectares, producing 7,000-7,400 tons of wheat, 7,800-8,000 tons of barley, 21-23 tons of rice, 3.5-4.0 tons of safflower, 550-580 tons of cotton, 6,500-7,000 tons of potatoes, 92-95 tons of alfalfa, and 165-170 tons of sainfoin.
In fact, the seed production enterprises of the republic provide only 18-20% of the need for certified seeds for winter sowing of grain crops.
