New PPP agreements increased investment inflow into the economy of the Kyrgyz Republic


As of 2025, the project portfolio of the PPP Center includes over 90 initiatives, with declared private investments exceeding 434 billion soms. Among these initiatives, 65 projects are in the implementation stage. Over the past year, 14 new agreements have been signed, attracting more than 3.9 billion dollars in private investments to the economy of the Kyrgyz Republic, according to information from the National Investment Agency under the President.

Among the main investment projects of the year are the construction of an alternative paid tunnel, Kelechek, through the Too-Ashuu pass on the Bishkek–Osh route, the implementation of the Trans-Eurasian route, the eastern bypass road of the capital, and the creation of a trade and logistics center in Kara-Suu. The PPP Center emphasizes that these projects lay the foundation for the development of the country's transit and logistics potential.

In 2025, several social facilities were also put into operation, including the Bulak sports and wellness complex in Osh, the U Nexus Hub innovation center at the International University of the Kyrgyz Republic, and an MRI center based at the interregional clinical hospital.

On October 23-24, the IV International PPP Conference was held in Bishkek, with the theme "State and Business: Synergy for Strong Partnership." The event was attended by Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers, Ravshanbek Sabirov, the head of the National Investment Agency, Nurlan Akmatov, the director of the Eurasian Development Bank's representative office in the Kyrgyz Republic, as well as representatives from international business circles. Participants discussed partnership mechanisms and ways to attract investments.

Together with the EDB and the Kyrgyz-Russian Slavic University, the PPP Center implemented educational programs for training specialists in 2025. Training sessions for civil servants were organized, and a course corresponding to international PPP standards was introduced. Additionally, a PPP Academy was established with a multimedia classroom specializing in this field.

Amendments to the PPP law have also contributed to stimulating the sector by introducing a simplified procedure for launching small projects. The possibility of providing municipal land and property without bidding at a preferential rental rate has been provided. The PPP Center estimates that this increases the transparency of procedures and the investment attractiveness of the sector.
