Social Contract is Not a Way Out of Poverty — Kamila Talieva

The deputy noted that many rural recipients of contracts face financial difficulties and bankruptcies


At a meeting of the Jogorku Kenesh, Deputy Kamila Talieva urged the government to reconsider existing programs aimed at combating poverty, particularly the social contract.

She emphasized that most rural recipients of the social contract are unable to develop their businesses and effectively become bankrupt. Talieva also noted that according to the latest data, in 2024 the poverty level decreased by only 3–4%, which is a negligible figure against the backdrop of the overall high poverty level in the country.

During the discussion, the deputy addressed Deputy Minister of Finance Nurbek Akzholov with a question about this program. The deputy minister reported that since 2022, about 15,000 social contracts have been concluded, which contributed to a 30% reduction in unemployment. He added that in 2025, the amount of social contracts was increased to 150,000 soms, and for 2026, it is planned to allocate 1.4 billion soms for these programs.

“I am interested in your opinion on the social contract. How effective is this tool for combating poverty? Talk to people in the villages, and they will tell you about the social contract. I, for my part, assert that it is not capable of lifting people out of poverty. Although I am not an economist, I have worked extensively in the social sphere and can confirm this,” Talieva noted.
