150,000 soms under the Social Contract is not enough to lift people out of poverty; the starting capital needs to be increased, - MP
She reminded that previously the amount of the Social Contract was 100,000 soms, and now it has increased to 150,000 soms.
This statement was responded to by Deputy Minister of Finance Nurbek Akzholov, who noted that the Social Contract program has been functioning since 2020 and more than 15,000 people have already benefited from it.
Deputy Talieva is convinced that the current amounts cannot significantly help in the fight against poverty for a large number of people.
In her opinion, further actions in this direction are necessary.
These issues were discussed within the framework of the draft Law "On the Ratification of the Loan Agreement 'First Program for Sustainable and Inclusive Growth Development,'" which was signed between the Kyrgyz Republic and the OPEC Fund for International Development on September 22, 2025, in Bishkek and is now being presented for a second reading.

The Social Contract is a government support program for low-income citizens, allowing them to receive start-up capital to open their own business, develop a subsidiary farm, or undergo professional training. Financial assistance is provided as a grant upon fulfilling the obligations outlined in the business plan. Since the program's launch in 2020, more than 15,000 people have already benefited from it.
The program is implemented by the Ministry of Labor, Social Protection, and Migration in cooperation with the Ministry of Finance and local authorities. Initially, the amount of the Social Contract was 100,000 soms, and in 2024-2025 it was increased to 150,000 soms; however, deputies insist on the need for further increases to achieve a real impact on the fight against poverty.
