At the meeting of the Jogorku Kenesh, held on January 28, 2026, Speaker Nurlanbek Turgunbek uulu discussed the consequences of abolishing service charges in restaurants and cafes. He noted that many establishments have raised their menu prices by 10-15% in response to changes in legislation.

“This does not require any special effort. Owners simply increased the cost of dishes without incurring any losses. As a result, ordinary people are suffering, as they are now forced to pay more for the same dishes,” he stated.

The Speaker appealed to the Cabinet of Ministers to conduct a more thorough analysis of the decisions being made, rather than acting impulsively.

“Dissatisfaction among the population is growing. This affects not only prices in cafes and restaurants but also the cost of services like hairdressers and taxis, which are now comparable to prices in large cities,” he added.

In the opinion of the deputy, this issue needs to be discussed within the walls of the Jogorku Kenesh.

“The Cabinet of Ministers is not performing its duties properly in this area. We must address this issue in February, otherwise dissatisfaction will only increase,” the Speaker emphasized.

Context of the issue:

In October 2025, the Cabinet of Ministers approved a new resolution aimed at improving the transparency of pricing in the food service industry and protecting consumer rights.

According to this document, public catering establishments are prohibited from charging separate fees for service, table setting, or any other actions performed by staff. All associated costs must now be included in the main price of the dishes listed on the menu.

The new rules prohibit charging separate fees for service, serving dishes, and other actions by employees.

This means that all components of the costs for public catering services must be reflected in the prices indicated on the menu or price list available to consumers before placing an order.

Additionally, the final payment amount must not exceed that calculated based on the publicly presented price list.

Public catering establishments may set additional conditions for their clients, provided they comply with the legislation of the Kyrgyz Republic.

The resolution came into effect on January 1, 2026.
