
Starting from March 1, 2027, new rules will be introduced for Kyrgyz cargo carriers and exporters operating in Russia. Under the new legislation signed by Vladimir Putin, a mandatory digital registry will be created on the "GosLog" platform. This registry will become the only legal access point to the commercial road transport market in Russia.
According to the new requirements, only legal entities and individual entrepreneurs who own vehicles either outright or under leasing agreements will be able to provide transport services. It is important to emphasize that individuals without the status of individual entrepreneurs will not be able to access the registry, effectively closing off their ability to work in this field.
The new rules apply to all truck owners whose vehicles exceed 3.5 tons, conducting commercial transportation on public roads in the Russian Federation. Each vehicle must be registered to a single owner. However, for international carriers and companies from EAEU countries performing cabotage routes, the previous access systems will remain in place, and they will not need to re-register. Additionally, companies that use equipment only on closed territories are exempt from the new requirements.
Registration in the registry will be possible online through the "Gosuslugi" portal. The application will require the submission of the company's or individual entrepreneur's details, contact information, and vehicle information, along with supporting documents (ownership or lease agreements). A mandatory condition will be the presence of a certified road safety specialist on staff, whose qualifications must be confirmed every five years. For those already operating in the market, a transitional period is provided: after the system launches on March 1, 2027, carriers will have an additional 30 days to legalize their activities on the new digital platform.
