The Board of the National Bank of Kyrgyzstan has decided to establish new minimum requirements for the charter and regulatory capital for commercial banks. This was officially confirmed in the resolution of the NBKR, dated December 29, 2025, under number 2025-П-17/71-2-(NPA).
According to this document, for new commercial banks, as well as for branches of foreign credit organizations, the minimum charter capital will be at least 3 billion soms.
For existing banks, a phased increase in the minimum charter capital is provided, which will occur according to the following schedule:
- by June 30, 2026 — 800 million soms;
- from July 1, 2026 — 1 billion soms;
- from July 1, 2027 — 1.5 billion soms;
- from July 1, 2028 — 2 billion soms;
- from July 1, 2029 — 2.5 billion soms;
- from July 1, 2030 — 3 billion soms.
For banks that are systemically important to the financial system of the country, a separate standard has been established — a minimum charter capital of no less than 8 billion soms, which will come into effect on July 1, 2027.
It is important to note that this resolution will come into force on January 1, 2026.
