The Audit Chamber revealed violations amounting to 133 million soms in the Ministry of Finance for 2024.
The audit revealed deficiencies in budget planning, expenditures, accounting, and public procurement
The Audit Chamber conducted an audit of the budget execution of the Ministry of Finance for the year 2024, which revealed a discrepancy amounting to 133.3 million soms.
The identified issues pertain to all aspects of the budget process:
Errors in budget planning and document preparation amounted to 2.4 million soms, negatively affecting the accuracy of financial reports.
Violations in pricing and tariffs totaled 1.9 million soms.
Misuse of budget funds amounted to 6.9 million soms, of which nearly 5.8 million soms were spent bypassing the Single Treasury Account.
In the area of capital investments and construction, unjustified cost overruns and insufficient contract performance were identified, totaling 17.5 million soms.
There were also budget limit overruns and unnecessary expenditures on goods and materials amounting to 56.3 million soms.
Errors in asset accounting amounted to 3.2 million soms.
Deficiencies in accounting and reporting totaled 43.7 million soms, including 24.9 million soms due to distorted reporting and 18.6 million soms for unjustified advance payments.
Violations in public procurement amounted to 1.25 million soms, including violations of the rules for bank support of contracts.
In response to the audit results, the Audit Chamber recommended that the Ministry of Finance and other government agencies address the identified violations, improve financial discipline, and manage the budget more effectively. The audit materials were sent to the relevant authorities for consideration of possible accountability of officials.
The Audit Chamber will monitor the implementation of these recommendations, emphasizing the importance of rectifying all violations for the rational and effective use of public resources.
