Kushner announced plans to divide the enclave into several zones. Initially, the creation of a free zone near the territory controlled by Hamas was planned, but this idea was replaced by a more ambitious approach.
“We decided that instead of limiting ourselves to a free zone, we should think about a more large-scale success,” Jared Kushner noted, emphasizing that a master plan is already ready.
The implementation of the project will occur in stages and will cover not only Gaza but also other regions of the Middle East.
The plan includes providing housing for employees, full employment for all residents, and creating conditions to unlock the potential of each individual. Additionally, the establishment of economic zones and large-scale reconstruction is planned.
It is important to note that in September 2025, Israel and Hamas reached agreements on the first phase of the peace plan, under which all hostages are to be released, and Israeli troops are to be withdrawn to a border agreed upon by the parties.
Earlier, the White House published a 20-point plan to resolve the situation in Gaza, which includes the introduction of temporary external governance with international participation.
The second phase of the plan involves the withdrawal of the majority of Israeli troops from Gaza, the introduction of international stabilization forces, and the creation of a new administrative structure. According to the proposal from the U.S., it will be led by the "Peace Council," which will include leaders from Arab and Western states.
