The ЖК approved amendments to the law on public procurement

At a recent meeting of the Jogorku Kenesh, deputies approved a draft law concerning amendments to the Law of the Kyrgyz Republic "On Public Procurement." This decision was made in three readings.

The Minister of Economy and Commerce, Bakyt Sydykov, emphasized that the aim of the proposed changes is to simplify and optimize public procurement procedures. The new draft law introduces the concept of a state assignment, which is of great importance for the implementation of key tasks facing the state.

Deputy Dastan Bekeshev expressed interest in how state enterprises will be able to choose subcontractors. In response, Sydykov noted that the general contractor will be responsible for the effective use of budget funds.

Bekeshev also expressed concerns that this could lead to an increase in corruption risks, citing the reconstruction of the "Ata-Turk" park as an example. He reported that a fund was created for this work with the aim of collecting 500 million soms, but so far only 180 million has been raised. "How was the contractor chosen? Why this company? There will be many questions. Perhaps it would be more appropriate to call this draft law a state assignment," the deputy noted.

In response, Minister of Justice Ayaz Bayetova pointed out two important aspects. He noted that the current situation does not protect against unscrupulous practices. "You mentioned the example of the 'Ata-Turk' park, and such situations are happening now as well. The risks of dishonest behavior always exist, and we need to fight them. This draft law discusses special state assignments, such as preparations for the World Nomad Games and holding SCO meetings," he added. Bayetova also emphasized that each company should have corporate rules that will include risk assessments.

The Ministry of Economy proposes to implement the concept of state assignments in several key areas:

- culture and tourism;
- education, science, and healthcare;
- events under the management of the president;
- construction and reconstruction of international highways;
- creation and development of fixed assets in various sectors of the economy;
- official events involving the president, speaker, and government leaders.

Sydykov concluded by noting that the proposed amendments will reduce time and costs, as well as minimize negative factors and simplify bureaucratic processes.
