The deputy addressed the Ministry of Finance with a request to resolve supply issues for educational institutions
At a meeting of the Jogorku Kenesh, Temirlan Aitiev raised an important issue regarding the difficulties associated with the procurement of equipment, furniture, and other necessary items for schools and kindergartens after these powers were transferred to the Ministry of Finance.
Since 2024, the Center for State Procurement has been established within the structure of the Ministry of Finance, which has been tasked with procuring furniture, equipment, and other materials for educational institutions. However, in practice, the center is failing to meet these tasks, and local self-government bodies, such as the ayil okmotu and city administrations, continue to address the emerging issues.
Previously, ayil okmotu independently selected contractors, signed contracts, and quickly provided schools with necessary items such as desks, chairs, and educational materials. Currently, however, this process has significantly dragged on: applications submitted at the beginning of the year are only fulfilled by the end of the year, leading to schools potentially waiting for equipment for 8–9 months.
This issue has become particularly relevant with the transition to a 12-year education system in 2025, which has increased the demand for equipment.
Temirlan Aitiev noted that under the new system, the center within the Ministry of Finance is responsible for selecting contractors; however, financing and contract signing are still the responsibility of the ayil okmotu, which creates confusion and additional burdens on local authorities.
In light of the above, the deputy appealed to the Ministry of Finance to carefully consider the situation and take the necessary measures for an effective resolution of the problem so that schools and kindergartens can receive everything needed for the educational process in a timely manner.
