Recapitalization of state enterprises in Kyrgyzstan is expected to reach 11% of GDP by the end of 2025
According to forecasts, by the end of 2025, the volume of budget expenditures for the recapitalization of state enterprises may increase to 11% of GDP, which represents an increase of almost eight times over the past four years.
“Previously, the main recipients of budget support were loss-making energy companies, such as JSC 'National Electric Grid of Kyrgyzstan' and JSC 'Electric Stations', but in 2025, the list of recipients has significantly expanded,” emphasize the authors of the report.
More than half of all budget support is allocated to the banking (4), construction (1), and transport (1) sectors.
According to the draft republican budget for 2026–2028, further expansion of the list of supported enterprises is planned, primarily through organizations in the financial sector.
