In Kyrgyzstan, the mechanism for launching small PPP projects has been simplified, - NAO
According to Zheenaliev, until 2021, the legislation did not provide an effective mechanism for launching PPP projects. However, in 2021, a reform was carried out: the process became three-tiered, and projects were classified as small, medium, and large depending on the volume of investments.
Small projects now include those with a cost not exceeding 100 million soms; medium projects range from 100 million to 1 billion soms; large projects exceed 1 billion soms. Investors submit applications using a standardized form, and then the initiative goes through a competition, the results of which determine the winner who receives the right to implement the project.
During the application of the law over three to four years, some shortcomings were identified, including the lengthy procedures for small projects. Zheenaliev noted that complex approvals are not required for such initiatives, and they can be launched quickly after receiving funding.
As a result, the stages of qualification, proposal acceptance, and expertise were consolidated. This has allowed the time to launch small projects up to 100 million soms to be reduced: now investors can start implementation approximately one month after submitting their proposals.
