Authorities allocated over 100 million soms to help Naryn withstand the abnormal frosts

In the face of abnormal frosts, the authorities allocated over 100 million soms to support Naryn. This was reported on social media by Kundus Kyrbashova, chairwoman of the energy committee of the Chamber of Commerce and Industry of Kyrgyzstan.

According to her, winters in Naryn have always been harsh, but this winter has proven to be particularly brutal.

“Temperatures drop to -28...-30 degrees. These are not abstract numbers, but a reality that residents face. I myself am from Naryn and know how important it is for a home to be warm: it is not just a matter of comfort, but a question of safety. Electricity here is not only light but also heating, which can save lives on cold nights. Therefore, I understand how critical it is to make such decisions for our region. I especially want to note that the authorities are acting promptly and making decisions based on the real living conditions of people,” Kyrbashova emphasized.

She also highlighted that strict restrictions on electricity consumption under such conditions could pose a threat to the population.

“In November 2025, a decision was made to increase the electricity consumption limit during peak hours from 3 to 4 kilowatt-hours, and from January 9, 2026, from 4 to 5 kilowatt-hours. This easing of restrictions occurred during the most difficult winter period. The population pays for electricity at a social rate of 1 som 37 tyiyns per kilowatt-hour, while the republic is forced to import electricity in winter at a price exceeding 3 soms per kilowatt-hour. The difference of 1.6 soms for each kilowatt-hour is compensated by the state,” she added.

According to her calculations, an additional 11.2 million kilowatt-hours are consumed in the Naryn region during peak hours each month. This burden on the budget amounts to about 39.2 million soms monthly, and in winter, it is around 117.6 million just for one region.

“Nevertheless, the decision was made without delay, and the priority became human well-being and safety. This is a necessary measure, not an ideal model. Such decisions cannot become a long-term norm. However, in conditions of extreme temperatures and limited resources, the state takes on part of the costs without shifting them onto the people,” Kundus Kyrbashova concluded.
