In Russia, the largest marketplaces are being checked.

Starting from December 2025, the Federal Labor and Employment Service initiated extensive inspections of major Russian marketplaces such as Wildberries, Ozon, and "Yandex Market." This was mandated by Deputy Prime Minister Tatyana Golikova on December 10. The document confirming these actions was presented to the publication "Kommersant" and confirmed by the Federal Labor Service (Rosstrud).

From December 15 to February 17, inspectors conducted preventive visits to the companies' warehouses to identify workers who were actually engaged in labor activities but were not formalized under labor contracts. The results of the inspections were to be submitted to the government by March 2.

Rosstrud emphasizes that such activities are planned preventive measures and are conducted regularly. Marketplaces also note that they maintain a working dialogue with regulatory authorities. Experts point out that most office employees are employed under contracts, while employees at pickup points (PVZ) are often registered through partners, and warehouse staff frequently work under civil law contracts with piece-rate pay. It is this category of workers that comes under special scrutiny from regulatory authorities.

At the same time, tax authorities have begun active inspections of services that make payments to self-employed individuals, as well as the PVZs themselves, suspecting their owners of evading insurance contributions and personal income tax (PIT). The Federal Tax Service (FTS) is analyzing whether the number of employees corresponds to the specifics of the operations of these points, which are presumed to require at least two permanent workers for a 12-hour workday.
